Add a faction
Create a Faction, attach the NPCs who belong to it, and give the group itself a Goal so the whole organisation can push on the party.

The investigators have figured out that the cannery, the harbour master, and the Alderman are all moving in the same direction. That's no longer three separate NPCs; it's an organisation with its own agenda. A Faction is how you give that organisation its own gravity, so it can act when none of its named members are in the Scene.
A group with a shared interest is part of the story: a cult, a guild, a sheriff's office, a corporate board, a noble house, a fishing crew. Anywhere two or more NPCs are pulling in the same direction.
Open the Campaign and click "Factions" in the sidebar.
Click the "+" button on the Factions page. The Faction editor opens.
Name the Faction. Use the name the party would hear or read: "the Old Order", "the Innsmouth dockworkers", "the antiquarian society". Internal codenames go in the description.
Write a description: who they are, what they're known for, what's actually happening under the surface. Mentions of NPCs and Locations are supported, so you can name names without rewriting them later.
Optionally upload an Artwork (a sigil, a banner, a logo) to make the Faction recognisable in lists and on the Canvas.
Save.
After saving, open the Faction's detail page and use the NPCs section to attach its members, then add the Faction's Goal so the group has something to push on.
From the header's quick-create menu. Click the "+" icon in the top header; "Faction" appears in the Campaign-scoped column. The same editor opens with the current Campaign locked in.
From an NPC's Factions list. On an NPC's detail page, the Factions section has a "+" button that opens the relationship picker. The picker attaches an existing Faction to this NPC. To create a brand-new Faction first and then attach, use the Factions tab or the quick-create menu.
A Faction with no members and no Goal is a name in a list. After saving:
Attach NPC members. Open the Faction's NPCs section and use its "+" button to pick existing NPCs. They appear as members on both the NPC and the Faction.
Give the Faction its own Goal. A Faction-level Goal is the agenda the whole organisation is pursuing, separate from any individual member's. The cult might want to keep the cannery shipments quiet until the next full moon, even though no single cultist is the one driving every decision.
Faction Goals are how the world keeps acting between Sessions. Even if no Faction member shows up at the Scene, the group is still pursuing its Goal off-screen, and the Threats that come from it can land any time.
