A Faction is a group of NPCs: a guild, a noble house, a cult, a clan, a congregation. Factions have their own Goals and the Threats those Goals produce, separate from any individual member's. A PC can also be a member of a Faction when the fiction calls for it.
Open the Campaign's Factions tab and click "+ Add Faction". The editor opens. Fill in:
A name for the group, the one that shows up in the Factions list.
A description: who they are, what they stand for, what their reputation is around town.
An optional artwork (a sigil, a banner, a flag) to use as the Faction's image.
The member NPCs who belong to the Faction. You can add them here or from each NPC's editor.
The Goals the Faction is pursuing. Goals can also be authored on the Goal editor and assigned back here.
The Faction detail page is the home for the group: members, Goals, the Threats those Goals produce, and the Scenes the Faction is currently leaning on. From here you can add a member, attach a Goal, or open a Threat to reshape it.
In play, you rarely think about a Faction directly. You think about the NPC in front of the party, and the Faction is what gives that NPC a wider agenda to act on. When you drop a Threat at the table from the Play view, the Threat usually traces back to a Faction Goal, even if the players never see the chain.
